PRESS RELEASE INSTITUT PEREMPUAN (WOMEN’s INSTITUTE)RE: THE BOMB ATTACK AT THE CHURCH IN EAST JAVA, INDONESIA: PRESIDENT AND PARLIAMENT (DPR) SHOULD TAKE CONCREAT ACTION


A series of bombing attacks that occurred in three churches in Surabaya, East Java, May 13, 2018 is a human tragedy. This is not the first time a bombing attack took place as part of an act of terrorism in Indonesia. A few days earlier, a tragic riot at MakoBrimob happened. In all tragedy of humanity, women and children are victims.

               We, INSTITUT PEREMPUAN (WOMEN’S INSTITUTES)emphasize that the suicide bombings occurred in several churches in Surabaya is a humanitarian tragedy, which is a direct attack on human rights that has killed lives, caused wounds, property damage, and resulted in the frightening terror spread among the Indonesian people, especially women and children.

               Acts of terrorism is against Pancasila, the UUD 1945 Constitution, the spirit of 1998 reform, and all universal human rights. INSTITUT PEREMPUAN expresses deep empathy to all the victims and their families.

 

Therefore, INSTITUT PEREMPUAN:

1.      strongly condemns the acts of terrorism and violence in Surabaya and elsewhere in Indonesia. The State shall provide justice, special support, protection and remedies to victims and their families.
2.      strongly demandsthe President of Indonesiato firmly-proactively solve this tragedy by intensifying the early detection system of terrorism and empowering all existing state agencies/apparatus (Police, National Counterterrorism Agency, State Intelligence Agency) in order to avoid or preventupcoming humanitarian tragedy caused by terrorist act. The riot tragedy at MakoBrimob and the bombing in Surabaya, shows the stateagencies as a system has failedin identifying and preventing the threat of terrorism and extremism.
3.      strongly demandsthe law enforcement agencies to firmly-proactively disclose the terrorists, networks and roots, while ensuring respect on human rights and fair justice processes.
4.      strongly demandsthe President and Parliament (DPR) of Indonesia to proactively evaluate anti-terrorism policies, review the draft of amendments of the Terrorism Act, and accelerate the discussion of the amendments. If necessary, President could issue Government Regulation in Lieu of Law (Perppu/PeraturanPemerintahPenggantiUndang-Undang)as it is regulated by the UUD 1945 Constitution. 
5.      strongly demandsthe President and Regional Heads throughout Indonesia to design and intensify early detection systems especially in areas prone to the threat of terrorism, violence, extremism and conflict.
6.      encouragescivil societyto maintain unity, tolerance, and peace. Let’s be critical and vigilant about circulated news, hoax, and irresponsible posting through social media including with hate-content. Check the information first and report to the police officers if we find suspicion action leads to terrorism and extremism.
